Since January 2001, the CSDE has used the Connecticut Administrator Test (CAT) to assess candidates seeking certification endorsement in Intermediate Administration and Supervision (092). Candidates have been required to pass the CAT before they are recommended for certification by an administrator preparation program.

Effective November 2018, the CSDE transitioned from the current CAT to a new version of an Administrator assessment, specifically the Educational Leadership Administration and Supervision (ELAS) test, developed by the Educational Testing Service (ETS). The new CAT aligns with the 2015 Professional Standards for Educational Leadership (PSEL) and the 2017 National Educational Leadership Preparation (NELP) Standards.

Benefits: Taking the CAT allows educators to complete the final step in preparing for their administrative certificate (092). Once the CAT test standard is reached and required course work is completed, educators may apply for their certification through the Connecticut State Department of Education's Bureau of Certification. CAT tests are administered at convenient sites around the state.
