  Connecticut Administrator Test

Who must fulfill the Connecticut Administer Test(CAT) requirements? 

In-State Candidates
Effective September 1, 2001, all prospective graduates of Connecticut institutions of higher education are required to pass the CAT requirement before they may be recommended for the intermediate administrator (092) certification by their preparing institutions; in-state candidates that fail two or more administrations of the CAT are also eligible to take the ETS School Leader Licensure Assessment (SLLA).

Out-of-State Candidates
All out-of-state administrators with fewer than three years of education administration experience outside of Connecticut will be allowed one year in which to pass the CAT or the School Leader Licensure Assessment (SLLA), a test administered nationally by Education Testing Service (ETS); and all out-of-state administrators with three or more years of successful educational experience outside of Connecticut, as attested to by the current direct supervisor and superintendent, are eligible for a CAT waiver.
How can I obtain a registration bulletin/study guide for the CAT? CAT registration bulletins are available at each of Connecticut's educational leadership preparing institutions. Registration bulletins may also be obtained by calling Donna Sylvestre, EASTCONN at 860-455-0707.
When is the CAT administered? During 2007-2008, the CAT will be administered on November 3, 2007, March 1, 2008 (snow date March 8), and June 7, 2008.

* Note: The CAT consists of four modules which requires a total of six and one-half hours of testing. Because of the length of the test, candidates are strongly urged to register for no more than two modules per administration.

Are there additional administrations of the CAT? A limited "special circumstances" administration of the CAT may be available in August. Additional fees apply to this special administration and scoring process. Contact Donna Sylvestre, EASTCONN at 860-455-0707 for further information.
Where is the CAT administered? The CAT is administered at Area Cooperative Educational Services (ACES) in Hamden, Capitol Region Education Council (CREC) in Hartford, and Cooperative Education Services (C.E.S.) in Trumbull. Contact Donna Sylvestre, EASTCONN at 860-455-0707 for further information.
What does the Connecticut Administrator Test entail? The CAT consists of four modules. The first two modules require candidates to take the role of an instructional supervisor and are asked to review, analyze and prepare recommendations for support in response to a teacher's unit plan, student work and a brief videoclip of a teaching episode. The two school instructional analysis modules include an elementary and a secondary school context. The second two modules ask applicants to take the role of an administrator, to review Connecticut strategic school profiles (SSP) and community information, and to describe a school improvement process. Again, the two modules include an elementary and secondary school context. Testing time for the four modules is six and one half hours.
What are the CAT registration fees? The CAT Registration fee is $35.00 for each registration plus $100.00 per module.
Note: Candidates are only required to retake those modules that were not passed.
What are the passing standards for the Connecticut Administrator Test? Note: The State Board of Education periodically reviews and adjusts standards for educator assessments. Candidates are required to meet the passing standards in effect on the date the test is administered. The standards for the CAT listed below are effective for all individuals testing after September 1, 2001.

CAT Passing Scores
An applicant must score at least a Pass on three of the four CAT test modules. No module of the four can receive a score of Fail. Therefore, three modules must achieve a score of Pass, plus one module with a score of Conditional. Summary of the minimum passing scores for the CAT:

  • Applicants must complete all modules with a total minimum score of three Passes and one Conditional.
  • No single module may receive a score of Fail.

CAT Score Reports
Candidates will receive score reports within four-six weeks of the administration date. The score report will include information about performance on each module- Fail, Conditional, or Pass, and overall results (meets or does not meet the CAT requirement).

How can I obtain a registration bulletin for the School Leader Licensure Assessment (SLLA)? Out-of-state candidates for the (092) certificate may choose to take an alternate test known as the School Leader Licensure Assessment (SLLA).

Note that in-state candidates are only eligible to take the SLLA after having failed to meet the CAT standard after two administrations.

What are the SLLA registration fees? The SLLA registration and test fees are $465.
Candidates who do not pass the SLLA retake the entire test with a registration and test fee of $465.00.
What are the passing standards for the School Leader Licensure Assessment (SLLA)? The SLLA passing standard, adopted by the State Board of Education on January 9, 2002 is 161.
